USDA repair loans and grants most Kentucky homeowners never hear about
If you own a home outside city limits and a repair feels out of reach, the USDA's Section 504 program exists for exactly your situation — 1%-interest repair loans, and outright grants for older homeowners removing health and safety hazards.
Section 504 in one paragraph
The USDA's Single Family Housing Repair program (Section 504) helps very-low-income homeowners in eligible rural areas fix their homes. It comes in two forms: repair loans at 1% interest repaid over up to 20 years (currently up to $40,000), and repair grants— money that isn't repaid — for homeowners 62 and olderwho can't afford a loan and need to remove health or safety hazards (currently up to around $10,000; loans and grants can be combined). Who qualifies
- You own and occupy the home, and it's in a USDA-eligible area. "Rural" is broader than people assume — in the Owensboro area, much of Daviess County outside city limits qualifies. Check any address in seconds on the official eligibility map linked below.
- Income below the very-low-income limit for your county (roughly half of the area median — the USDA publishes the exact table).
- For the grant (not repaid): 62 or older, unable to repay a repair loan, and the work removes a health or safety hazard — think roof failure, unsafe wiring, no accessible entrance, failing septic.
What the money can fix
Repair or replace roofs, fix electrical and plumbing hazards, replace failing HVAC, improve accessibility (ramps, grab bars, widened doors), address septic and water issues, and generally make the home safe and sanitary. Grants specifically target hazard removal; loans are broader — they can modernize as well as repair.

Buying instead of repairing? USDA does that too
The 502 Guaranteed loan offers 0% down purchases in the same eligible areas through regular lenders, and the lesser-known 502 Direct loan(through USDA itself) can subsidize the interest rate as low as 1% for qualifying lower-income buyers. If you're outside city limits and assumed you needed 20% down — you may not need any.
